THE POSITION:
Reporting to the Finance Director the incumbent will have a strong
governmental accounting background and be responsible for supervising a
small staff of accountants and clerks.  The selected individual will
research issues, perform complex financial analysis and prepare
comprehensive analytical and financial reports.  The position will
assist other departments in monitoring and tracking revenues/expenses.
Additionally, the position will be responsible for the following
activities:

-  Preparing monthly financial statements and revenue and expenditure
reports.
-  Preparing the Comprehensive Annual Financial Report (CAFR) and other
special studies and reports such as the State Controller�s Report.
-  Assisting in the preparation of the City�s Annual Budget, along with
performing regulatory review and monitoring after its adoption.
-  Serving as a liaison to other City departments on financial
management matters and assisting them in interpreting the City�s
financial policies and procedures.
-  Analyzing financial systems and procedures and implementing
improvements for efficiency.

THE IDEAL CANDIDATE:
The successful candidate will demonstrate a combination of training,
education and experience necessary to perform the duties of the
position.  The ideal candidate will have a Bachelor's degree from an
accredited college or university in business administration or
accounting and five (5) years of responsible experience in governmental
accounting and financial analysis and management, preferably in a
California local government.  Extensive experience may be substituted
for a college degree.

The ideal candidate will be a team player, capable of carrying out the
job duties with limited supervision; have excellent analytical skills
and be able to resolve complex financial problems with creativity and
logic.  Additionally, the selected candidate will be able to deal
effectively with staff members from other departments and
representatives from other agencies.

The selected candidate will be knowledgeable/experienced in local
government accounting practices and procedures; proficient in
statistical and econometric research methods; and able to use
spreadsheets, word processing and financial systems.  He or she must be
able to communicate clearly and effectively, both orally and in writing.

At time of appointment, possession of a valid Class �C� California
drivers license is required.

DUTIES AND RESPONSIBILITIES:
-  Monitors closely the expenditure patterns of City departments for
compliance with their approved budget allocations and works with
Financial Managers to make budget adjustments in adherence with
financial policies.
-  Recommends improvements for efficiency in the City�s accounting
function, especially related to cash management, grant reimbursements
and expenditure controls.
-  Prepares financial statements for a variety of funds.
-  Supervises the work of assigned professional, technical and clerical
personnel, providing and coordinating training, and annually evaluating
employee performance.
-  Evaluates, recommends and implements automated accounting systems
best suited to meet the City�s financial management practices.
-  Assists with the City�s cash management and investment program.
-  Designs financial forms, spreadsheets and worksheets.
-  Performs other duties as may be assigned.

This is an excellent career opportunity with a salary range of $4,997 -
$6,073 per month.  Appointment to the position may be made at any step
within the range dependent upon the selected candidate's training,
education and experience.  An excellent benefits package will also be
part of compensation.
