Hello! It's budget time and an issue came up that I'm not sure how to address - so I'll collect your thoughts :). Here's the scenario: Planning buys the newest computer on the block so they always have the most up-to-date equipment available to run the GIS system. Since their old computer is still good - it gets rotated downward to another department (i.e. personnel). The following year, planning gets another new computer and rotates the old computer down to personnel who rotates their computer down to administration. Each year planning has to budget for a new computer, while all the other departments get Free Computers!! Planning doesn't like having to budget for new computers all the time, since they only use them for one year and feel that the other departments should contribute. Meanwhile, the other departments don't want to budget for a "used computer". New computers for new positions are budgeted by the respective departments - that's not the problem. The problem lies with the "pass-me-downs" (which are still high quality equipment!) Any ideas on how your city handles this situation would be appreciated.
