I did see the question posted by Murietta but this is a slight difference. 
Many years ago the Park District established a charge, where the
employee reports commute distance and a payroll deduction is supposed
to be made.  This is in addition to the required IRS Commute Value which
is reported as part of compensation.  (For Example, the charge is
supposed to be 15 cents per mile.  If the employee commutes 3 miles a
day - 30 miles in a 10 day work period we are supposed to deduct $45
-basically a vehicle rental charge - and then the policy calls for the IRS
reporting of $3 per day commute charges be imputed as taxable income.)

Does any agency charge an employee who is assigned a vehicle and
has authorization to use it for commute purposes?  If there is another
one, please explain your policy.

Do you have limits on the commute distance allowed?
