The City of San Luis Obispo is projecting an average of approximately $20,000,000 per 
year in capital improvement projects over the next several years.

Recently we have had some bad luck with a few contractors that have provided 
consistently poor workmanship and service on multiple public construction contracts.

We recognize that the Public Contract Code is pretty specific on this stuff.  However, 
we are interested in hearing how other communities have dealt with this, and how 
successful you may have been in developing a process for disqualifying bidders who 
have been problematic or pre-qualifying more reputable contractors for public 
construction contracts.

Note: If being a charter city is any help, we are one.

If you have some insight into this issue, please respond by April 14, 2000.  A summary 
of the responses will be prepared and distributed by April 28.
