The City of Corona Parks and Recreation Department has several contracts that lease 
park space to telecommunications companies who utilize the space and infrastructure 
(ie. ball field lighting poles) for their telecommunication equipment/antennas. The 
various lease agreements differ based on who negotiated the contract and when they 
were negotiated. The problem is that the City isn't quite sure what the real value of 
these contracts should be. In order to do some comparison,  I would appreciate any 
responses to the following questions:

1. Do you use an outside consultant to help determine the value of the lease. If not, 
how is the fair value determined?

2.  What are the general terms of the agreement (monthly rental, escalation factor, 
number of years, etc.)?

3.  How much money was received up front when the agreement was executed?

4.  Were any facilities constructed by a communication provider for the dual purpose 
of housing the provider's computer equipment, as well as serving as a benefit for the 
City (community center, maintenance yard, restrooms, concession building, etc.)?
