Thank you all for the reponses and information I received on
this subject. The attachment includes information on those agencies
that have been successful in completeing financings using the Gas Tax
revenues. I have also included some discussion of information I received
during a conversation I had with a representative at the State Controller's
office regarding a recent court opinion that may make future issues more
difficult. As is usually the case, the answer is somewhat less than clear
and I will be working with our legal counsel to determine if we can proceed.
