The City of Santa Maria is currently looking at providing a performance
based  pay system for its department heads. If you have such a program that
provides for annual one-time "bonuses" based on meeting certain goals and
performance measures, would you please address the following:

1. The type of system you have;
2. Who is eligible to participate;
3. What is the criteria to obtain the merit pay; and finally
4. Is the pay based on a percentage of salary or a flat dollar amount.
