Here's what I was told: >From Mike Dennis: RDA's have always been exempt from the Gann Limit...this was confirmed by a court decision (see page # 9 of the League's March 1991 "Article XIIIB Appropriations Limit Uniform Guidelines" publication). >From Richard Hazeltine: RDA's and JPA's are not subject to the Appropriations Limitation in relation to Article XIII B of the California State Constitution, as amended by Chapter 60, statutes of 1990.
