BACKGROUND: As I understand it, Cities can charge up to $1.10 per $1,000
of assessed value upon the sale (transfer) of property.  This tax is
collected by and remitted to the City by the County Clerk upon
recordation of the sale (transfer) documents.  This tax is in addition
to up to another $1.10 per $1,000 of assessed value the County may also
impose.

QUESTIONS:  
1) Does your City impose a documentary transfer tax?
If so, 
2) at what rate per $1,000 of assessed value?
3) how was it established (by resolution, etc.)?
4) is it subject to Prop. 218?
5) what is the enabling legislative reference allowing for this tax?
5) any other comments or suggestions?
