The City of Fort Bragg is considering a new way to charge new water/sewer customers for their water and sewer capital improvement fees. Currently we charge a fee based on the size of the meter that will be installed. Our Council would like to find examples from other agencies who use the estimated water flow approach for capital (connection) fee calculation purposes. What would be the standard industry source for this estimation? This is a new concept to me and I am having trouble locating other cities that use this methodology. Any thoughts out there??
