Surprise (at least for Paso)!  We just received a check for $163,000 for Ab
2928 "Traffic Congestion Relief".  Since we are generally ignorant in this
part of world, it would be helpful if one of you more educated persons could
advise as to the purpose of this funding.

Must it go into a special fund?
What can it be used for?  Restrictions?
Is it reoccurring?
Is there a time limit on its use?
Any other pertinent info would be much appreciated.
