FINANCIAL ANALYST II/III
FILING DEADLINE: November 3, 2000
SALARY: The salary range for the Financial Analyst II is $3,528 * $4,704 monthly, and
for the Financial Analyst III is $3,838 * $5,117, monthly, depending upon
qualifications.
THE POSITION
The Financial Analyst II/III performs a wide variety of financial and accounting tasks
and provides highly responsible administrative staff assistance in conducting
comprehensive financial analyses and studies; participates in developing and
implementing computerized financial system controls. A Financial Analyst II is
expected to perform the entire range of analytical work requiring a complete knowledge
of financial principles and analytical practices. This class is distinguished from the
lower level class of Financial Analyst I by the greater complexity of assignments.
QUALIFICATIONS
KNOWLEDGE OF:
Principles and practices or organizations and public administration
Recordkeeping and reporting practices
Simple research and statistical methods
Research techniques, sources and availability of information, and methods of report
presentations
Applicable federal, state and local laws, rules and regulations, budgeting, accounting
and personnel management
Basic principles, methods and practices of municipal finance, accounting and risk
management
Data processing systems and practices
ABILITY TO:
Operate basic financial tools
Analyze a wide variety of organizational and financial problems and make sound policy
and procedural recommendations
Prepare complete and accurate financial and statistical reports
Establish and maintain effective working relationships with others
Communicate clearly and concisely, both orally and in writing
Collect, compile, analyze and interpret statistical data
Develop, revise, install, and utilize manual and automated management information
systems
Prepare various financial and budgetary reports and analyses
Interpret, analyze and make decisions in accordance with financial principles,
standards and City laws, regulations, and policies
EDUCATION AND EXPERIENCE
A typical qualifying background includes any combination of education and experience
that has provided the knowledge, skills and abilities for a Financial Analyst II/III.
Both levels of this position require a Bachelor's degree from an accredited college or
university with major course work in public or business administration or a closely
related field. In addition, the Financial Analyst II requires one year of general
administration experience in municipal government with particular emphasis in
financial and budgetary analysis. The Financial Analyst III requires three years'
experience in financial analysis with at least two years' experience equivalent to a
Financial Analyst II with the City of Oxnard. A Master's degree in Business
Administration, Public Administration, or a related field is highly desirable.
BENEFITS:
The City also provides a benefit package for these positions which includes the
following:
Retirement - Membership in the California Public Employees' Retirement System (PERS),
2% at 55. The City pays the 7% employee contribution. The City participates in
Medicare but not in Social Security.
Life Insurance - The City provides life insurance in an amount equal to one times
annual salary plus $5,000. Additional coverage for the employee and dependents is
available at group rates.
Long-Term Disability - The City provides coverage for the employee.
Dental Insurance - The City provides coverage for employee and dependents.
Medical Insurance - Flexible option. The City provides $296 per month toward premium
cost or $280 in additional compensation.
City-Paid Deferred Compensation - The City matches up to 3% of base salary.
Vacation - 114 hours a year, increasing to 162 hours after ten years; 210 after
fifteen years.
Sick Leave - 96 hours a year with options for conversion to vacation and partial cash
out upon separation after five years' service.
Holidays - 72 hours of paid leave each year.
Administrative Leave - Up to 32 hours each year.
Other Benefits - Wellness Program, Tuition Reimbursement and Reserve Leave Bank.
