We currently have a promoter putting on a car show on City the streets, parking lots and pier. In the past he was working with the local business improvement group; however they are no longer involved. The promoter is now putting on the car show on his own for profit. Because this show has gone on for over 10 years the community considers it an annual special event. Currently, the City is only charging him to cover our costs for police and public works crews. It had been felt that this event brought in additional TOT and sales tax to the City. The City Council now feels that we should receive a % of his revenue for the use of the City property. We do not receive an accounting of what his total gross or net revenue is from this promotion. I would like to know if any of you are in a similar situation and how you handle the use of City property by a promoter. If you have a policy regarding such use, please send me a copy.
