the City of Norwalk is currently experiencing a delinquency rate of approx. $40,000 per year in its collection of Southern Cal Edison UUT on electricity. The delinquencies began with Edisons change from the "as billed" to "as collected" method of payment. I would like to know what delinquency amounts other cities have been experiencing (just ballpark, I'm not asking for a lot of research on your part). I'm doing this research as part of an effort to determine if it is possible to get Edison, legislatively or otherwise, to enhance their collection efforts on our behalf.
