Moreno Valley, with a population of 149,000, is located just south of
Riverside. This young city was incorporated in 1984. It's survived the
tumultuous 1990's, and its General Fund has established strong cash reserves
for future economic uncertainty and asset replacement. The City successfully
implemented an ERP financial system, and the Council is committed to
financing advanced technology to improve services.

An article in the February 2000 issue of Ladies Home Journal lists Moreno
Valley as one of "Tomorrow's Boom Towns," (number 7 in the top 10 U.S.
cities) with an expected rate of growth of 60% over the next 10 years. In
the same article, Moreno Valley is listed as number 4 in the top ten places
for women to work. A recent survey showed that nearly 1/2 of the population
is under 18 years of age; a very family and recreation-oriented city. You
