The City of Ventura, CA Is Seeking A BUDGET AND FINANCE MANAGER $63,876 to $85,596 Budget and Finance Manager a Key Position Situated on the scenic Channel Islands coast of California, the City of Ventura is a dynamic community with a natural grace and charm that has been enhanced by good decisions over time. Council-Manager Government The City of Ventura operates under its own charter with the City Council-Manager form of government. The City Council appoints the City Manager to be chief executive officer and head of the administrative branch of the City government. Financial and Services Landscape The City has 645 full-time employees and an Operating Budget of approximately $160 million and a CIP Budget of approximately $28 million. Ventura is a full service City providing fire and police services, water treatment and distribution, and sanitation treatment and reclamation. The City also has a Redevelopment Agency. The City has a broad revenue base with a balanced blend of residential, light and heavy industrial, and commercial land uses. Budget and Finance Manager The new Budget and Finance Manager will report to the Administrative Services Director and lead the Budget & Finance Division which is responsible for budget preparation and monitoring activities, and accounting functions. This position is exempt from the merit system and serves at the pleasure of the appointing authority. The Division�s purpose is to simultaneously manage City-wide budgeting and fiscal control functions as well as to serve as a consultant / problem solver with respect to all City-wide budget and finance activities. This position will have creative opportunities to develop a Division that expands and transforms its orientation to a City-wide, results-oriented, keystone service delivery system and policy development / assessment effort. The Ideal Candidate The ideal candidate for the Budget and Finance Manager position will be an experienced municipal budgeting and accounting professional who possesses superior problem solving skills and a �big picture� approach to fiscal management. Candidates must be able to �look behind the numbers and measurements� to assess the impacts on service delivery and be able to develop an effective analytical team who will do the same. Experience and Education Candidates should have proven experience in policy assessment in order to guide recommendations regarding the use of resources. In addition, the ideal candidate should have significant supervisory experience and excellent leadership and decision making skills. Superior oral and written communication skills will also be necessary to effectively communicate financial concepts in easy-to-understand language and to maintain constructive relationships throughout the organization. A Bachelors degree (in public administration, economics, accounting or business), Windows-based PC knowledge, and at least five years of increasingly responsible experience in the management and supervision of municipal budget and accounting activities are required. A Master�s degree in a relevant field is preferred. Personality / Management Style In addition to the experience and education described above, the ideal candidate must be: A critical thinker who can objectively analyze issues and create effective solutions to problems. Able to integrate a broad range of facts to establish a big picture approach to fiscal analysis. Skilled at developing effective relationships and being a team player within the Department and throughout the City organization while working under deadlines and with limited resources. A team-oriented leader who will manage staff through the design of training and development programs, providing clear direction and encouragement while holding staff members accountable for their actions. One who understands the equal-but-separate aspects of accounting principles and municipal budgeting principles. Able to negotiate contracts. Salary and Benefits The annual salary ranges from $63,876 to $85,596 annually and is supplemented by a host of other benefits. These include generous retirement benefits (PERS 2% @55) with the City paying the employee's share, no social security withholding, a leave program, insurance, and other benefits. In recognition of housing cost realities, the City has a favorable housing loan package for within Ventura.
