Mine's a '70 wagon - 19mm is the figure I recall, but may be 18.
A $5 plastic vernier caliper will be easily accurate enough to tell what size
it is, or clamp a G-clamp to it, back it off so that you can remove the clamp
from the bar then measure across the jaws. 18 or 22mm should be easy to tell
apart.

Safe ? Perfectly, no chance of a jack giving way on you.
Possible ? I think it should be possible to remove and install both swaybar
and radius rods without jacking it up - and you have to torque up all the bolts
with the car on the ground anyway. Might be a pain if your car is really dumped.
