Your theory is spot on. Not sure how badly this affects the fuelling on
these though. My 180SX frontcut had an HKS BOV fitted when I got it (vented
to atmosphere). The standard Nissan BOV was still there too, but blanked
off. I ran it with the HKS unit for a bit - it ran OK, but the whoosh whoosh
gave me the shits after about 3 gearchanges so I took it off and put the OEM
one back on.

It actually seems a bit better with the OEM BOV (opens earlier than the HKS
one).

The OEM valve sits down by the intercooler.

Yep, they definately have a BOV that returns to the inlet tract.  If your
running factory engine management, I've heard they have trouble dealing
with a BOV that vents to the atmosphere.

Here's how it was explained to me:  the BOV return is plumbed in after the
Airflow meter, so when the throttle is closed and the BOV opens, air
recirculates, but AFM senses no air flow.  If the BOV vents to the
atmosphere, the turbo continues to draw new air through the AFM.  The
computer thinks all this air is going into the engine and responds by
continuing to inject fuel.  Not real good when the throttle closed!

I could of course be wrong, as there are a few 200SX's 'round here that
have loud BOVs, though they may be rechipped or running aftermarket
computers.  My SR20 was a DE, so I never looked into it but there are
plenty of guys on the list that run the DET's that should be able to
enlighten us.
