Easy to fix - I will assume it's a Girlock.
Pull the slider off the calliper, you will have to gently release the rubber
dust covers that are attached to the calliper body and the slider body. You
don't need to undo the slider pin bolts to remove the slider. Clean up the
crap on the slider pins and inside the slider body. Lightly grease the
slider pins with Castrol GRR(B) grease (or similar) and put it all back
together. Pay attention when re-fitting the dust covers that they are sealed
properly (can be a little tricky). Get some replacements if they're cracked
or split as you don't want water and brake pad dust in there. One more
thing, some Girlocks have an anti-rattle rubber sleeve over one pin. Don't
remove it unless it's totally stuffed and needs replacing. Just coat it with
a light smearing of the rubber grease.
As a side issue, we should always service our slider assemblies on each pad
change but unless we have the outer pad wear out but the inner is brand new
we usually don't.

i have a caliper which is not releasing - i just got it from a
wrecker ($11) and he said it had been sitting for a while - it
clamps ok, does this mean it is rusty or corroded or rooted
