I have found that replacing bush's yes it is comen to cut the outer shells off the new bush's then they fit real nice..
I also found replaceing the tailing arm ones that the centre rod was inside the wrong size and only the factory bolts are the right size.
I got in touch with the bush makers and got the right ones.

Hi all,        I am new to the site and I have already filed away heaps of valuable info, thanks.  I'm fitting nolathane bushes to the entire rear end of my 1600. Crossmember bushes went in easy, but the trailing arm bushes look too big to fit. The tube which is welded to the main part of the trailing arm ( that houses the bush) looks as if it has a sleeve inside it. The bushes I have look as if they would fit if this sleeve was removed, is this what I have to do? The Nolathane part No. is 46085 is this the correct bush? any info would be appreciated.I am also having trouble removing the old bushes from the bar which bolts to the rear of the diff. Any suggestions? Thanks in advance, Jeff Schmitt ( '71 1600 L20 Ti )
