If it is still making that annoying rattling noise then the pump is working. If the noise is the same but is really soft then there is a restriction before the pump. The flow rate is 2.5L/min and the pressure is less than 4psi so it should look like the output from a siphon hose. Sounds like you have a problem further on.

How much pressure should there be ? Like should the fuel spray everywhere if u remove a hose and turn on the Ign? Cos if i put my finger over the end of the pipe i can stop the flow completely
