You're right, the NAPS/Z heads are all identical except for minor variations in valve and port sizes. The chamber volume is 45.2cc compared to 41cc for a closed chamber A87 and 39cc for a closed chamber W53. The advantages of using the Z head would be cheap turbo and EFI manifolds and the crossflow design, but they are a post pollution head so for outright flow the L series heads have more potential. I don't think the legality issue will really matter because the engine number will be Z18-XXXXXX not L18-XXXXXX. If the NZ transport thingo lets you just change them then no worries :)

The EFI head is small peanut (A87 type)cast as the later number W53.
The head on a Z18 and Z18T is the same,So that means the low compression is in
the block for the turbo.
HHMM whats the size difference in the chambers in the head between a L and a Z?
Thats the difference.
I'm sure the turbo block would be stronger than the non turbo block.I know it
has different pistions and rods.
