That's the way 1600's were setup stock.

 The dip switch and light switch combinations are a little different to the
average car, even when compared to other Nissan models:

Light switch position 1 or 2 with dipswitch towards dash = park lights and
low beam
Light switch position 1 with dipswitch towards driver = park lights only
Light switch position 2 with dipswitch towards driver = park lights and high
beams

Hi Jimmy,

Mine was set up like that stock. You have probably connected it to the
wrong pin on the switch. Use a multimeter and check for the pin that is
earthed only when the switch is in the 2nd position. Put the multimeter
on ohms and check resistance to ground is close to zero only when the
switch is in the 2nd position. On my switch it was the middle pin
closest to the switch plunger.
