I had the same problem in my 1971 510 wagon it wouldn't heat up at all.
I used a mates thermometer and I had a total heat in my Radiator was only 45 degrees 
Celcius even after a huge thrashing.
It had me stufffed.
I fixed it eventally.
I fitted a new aftermarket temp guage and took the thermostat housing of.
Which I found the thermostat was a little small and had jammed in the housing sideways.
And was letting the coolant jst flow through the engine and radiator.
So I fitted the right spec thermostat and it now reached 80 celcius then the 
thermostat opens.
the only thing is when it does my temp gage shows a huge drop in temp as my radiator 
is new aswell and the temp drops down to like 55 celcius.
I have been told this can be a badthinng aswell so I am about to drill a tiny hole in 
the thermostat so a tiny amount of coolant gets through to the radiator hopefully 
fixing the huge drop in temp.
