The 200B came with 175/75/14 (normal steel wheels) and 185/70/14 (with SX Mags) tires.
So with 15in wheels you should run either 195/55/15s or 205/50/15s. I would think 185 tires would be hard to find in 15in. As far as brands go, you usally get what you pay for and grip comes at the expences of noise and quicker wearing generaly speaking. I doubt you'll be able to find many 'cheap' tires in those sizes. I'd recomend going with Yokohama, it's hard to go wrong there and the A539 is an great tire and will only set you back about $150 or so a tire in that profile. Supposly better wearing, has better wet handleing and is quieter (I can vouch for that last one) than the A509 it replaced.
