I don't hit them in the centre when I get them out. I hit them on the rim, with a flat screwdriver and hammer, and it should spin on its axis allowing you to grab the edge that is sticking out with the pliers.

I am trying to replace the old / leaky / rusted welsh plugs in my L16.
I hammerd a screwdriver in the middle and tried to prize it off but it
did not move.
