Hello Terry,

They actually put one in about 5 years ago, because there was a
section of our road the grader couldnt get through, so they called it
non-council road. The road was one big loop, and where it joing the
highway was 100kph at one end, 60 at the other, and now had a break in
the middle, so I think they just put it in because they didnt knwo
what else to do. I have no idea exactly what they mean these days
though.
