Thats cool, its also got to do with the quenching effect related to a  cold,
high alloy steel has when it is welded. They go harder when quenched (just
from not preheating the area being welded) and become more brittle,
something you don't want in roll cages. At the grain boundaries of the
material being welded, hydrogen is trapped and after a while the weld can
crack. But your right, heat does stress relieve the welds allowing it to be
more ductile.
