Actually, you should check with the local authority because in South Australia it's 100% legal to remove the bumpers, but only if you remove the mounting hardware for them too. It's supposed to be incase you hit a pedestrian. I think if you get hit by a car you're pretty stuffed no matter what the car is like but hey :)
