Hello Blown,

Every state has different regulations on what you can do with your
car, and what requires an engineering certificate. Sleepers are
fantastic, you dont have to worry as much about a) cops and b) low
life car thieves. Also money you save putting into fibreglass, wheels,
chrome etc etc can be put towards other things that will make the car
better (or faster) to drive.
