The relief valve on early turbo motors was a safety measure to prevent
engine death and hence warrantee claims, however it is still a great idea
for any engine.  With the limited ability of early ECU to shut things down,
ie limit advance, lessen fuel input etc if there was a problem with the
wastegate or other area of the turbo then this valve would open when ever a
preset boost was reached.

Fj's have em, the E15ET pulsar motors have em aswell.  Most people just
fill the hole with a plug or weld them up so that they cant open when they
want to run more boost than standard.
