I presume you mean standard 1600 wheel, if not then I'm off the mark.

Size 4.5JJ which is 139.7mm bead to bead, JJ is +1" or 25.4mm
Centreline is 139.7/2 = 69.85
Backspace is 100mm or 3 15/16"
Offset = 100 - 69.85 = +30.15mm

Take a common 6"JJ rim eg Skyline 14"
Centreline is (7 * 25.4)/2 = 88.9mm
Backspace 100mm
Offset = 100 - 88.9 = +11.1mm

The thing is with offset is that it varies by rim width if the backspace
stays constant. A 1600 will generally take a wheel that has the backspace in
the range of 90 - 110mm. I hope that tells you what you want to know.
