James, Nothing comes to mind that I'd call "minimal mods" brake wise using 1600 struts as the small 68mm stub axle is the problem. There is the Audi 90 (DBA 241) ventilated conversion that SSS in Sydney sold as a kit many years ago as it fitted under 13" wheels, but it's expensive and relatively complicated to fabricate yourself.
The easiest low cost brake upgrade solution on a 1600 for normal street driving is to the use 200B struts and brakes with 1600 springs (early 200B imported Wagons with Sumi callipers are my preference and hard to find lately).
