Body filler has to go on bare metal for a quality, long lasting repair job. If you spread it on a well founded paint finish it may last for a few years, but eventually paint cracks will appear.
 
15 degrees would be OK to spray in but 20 degrees is better.
I've found that the cooler the temp, the less glossy the finish.

ive started the painting of my car, just in 1k acrylic. ive got a digital temp gauge in the garage, it basically has been sitting on 15d C most days...what temp should i be doing the top coat in??? is 15d too low and should i put a heater in there??
also, just making sure, body filler has to go on bare metal right?? it cant go on top of primer??
