Even if they were only decelerating from the same legal speeds, which seems unlikely, it wouldnt be so much the speed that they were decelerating from, but how frequently they are doing it. With a standard motor you might be able to do a 100-0 stop once every 20 seconds, with a fire breathing motor you might be able to do one every 7 seconds. Doesnt give standard brakes much of a chance.
