Dellorto problem/question

hi
ive got a set of twin 40mm dellortos that i got of an alfa GTV and on each carby just above where the ram tube bolts on there is a little hole about the size of a 10c peice what is it? when it is covered (even only on the one carby) it shuts the engine off. my uni filters dont cover it is this a problem does anything need to be done about it?
any help appreciated
