FJ20, I'm owners just checking I remembered this correctly :

Just putting back fuel lines and new bosche fuel filter and common sense

tells me the fuel regulator is at the end of the line in order to let 
fuel pressure build then release as needed, yes? I.E.  Fuel enters the 
fuel rail at the back (near firewall) exiting front then into fuel 
regulator and finally flowing back to tank.
