i'm guessing ur using a newer version of windows than me coz I haven't heard of that 
on win98, but devldr is an abbreviation of Device Loader, which from the sound of it 
loads all your device's drivers into memory. Don't delete it whatever you do! are your 
copies of windows and the cd burning software legal? if not, that could be your 
problem, get the real thing. if they are, see if one of your friends who knows 
computers can give your system a once-over.

I'm having computer shit again after this fresh reinstall
Problem being some programs hang when burning cd's and installing.
 
Now when tring to do a restart the program not responding is "devldr"
 
My question being what the hell is "devlder" in windows and can i just delete it?.
