Jeff, Just to confirm a few things, are you talking your fuel filter in a position under the tank/before the lines to the front of the car, or in the engine bay/just before the carbs?
Because if you check the flow at both these positions, you can better isolate the area where a blockage may be ie in the tank, or in the lines, and so maybe not remove the tank unnecessarily. Remove the fuel hose from the metal line in the RHF wheel well as fuel should definitely flow from gravity at that point if there arent restrictions.
