Jeff,
Has it always had this problem? Ideally electric pumps should be as
close to the tank outlet as possible as they are designed to pump better
than suck.
99.9% of car manufactures install them in the tank or just below it (head
pressure from tank).
The distance from the tank to the engine bay is probably to far for the pump
to draw from when high revs are used causing starvation.
I would relocate the pump to the back of the car.
