It's revenue raising. Sending out speeding fines does not slow you down. It annoys you if you can't afford it and it's merely a slight itch to a wealthy person.
What slows you down is having a cop pull you over and tell you that he's watching out for you from now on and if he catches you again he'll bust you for everything he can.
