Mark, I agree mate. No scientific explanation has been given for the way a joe cell behaves. My explanation is better than what the dismissive people are offering. There is something going on, it's just that nobody really knows WHAT that is exactly.
Here is my theory though. The joe cell starts off by working similar to electrolysis in that it uses electricity to break the bonds between hydrogen and oxygen in water. As we all know, energy does not ever simply just disappear, it changes form. So when the bonds are broken, they do not disappear, they are converted to some other form. My theory is that these electro/chemical bonds are what the joe cell generates, so when you channel it into something like a car engine after building up a critical amount of them, it becomes a regenerative process, feeding it'self the energy to sustain it'self. I have measured 1.2 volts coming from my joe cell, just sitting in a bucket of water. I hooked it up to a 1.5 volt clock mechanism and it began ticking. After a short time, The voltage dropped gradually, even with the clock disconnected, and the cell removed from the water, it didn't seem to matter what I did, it would still always hold a charge or be generating electricity, probably in much the same way that an o2 sensor on a car generates a small amount of electricity by simply just sitting there existing. Every solid object resonates at a certain frequency constantly. The metal in a joe cell is resonating and thus producing some, but not a lot of, electricity. Same way an o2 sensor generates electricity by resonating. If you had enough of them, you could produce a usable amount of electricity, constantly. What Joe has done, is create one that is "tuned" better than mine. Mine leaks energy because it is a quick throw-together. If you had one that was tuned as such, it would be self sustaining, and if you add energy to one that is self sustaining like that, it will eventually hold so much energy that it will be able to do work, like generate a vacuum implosion to suck a piston from BDC to TDC in a car engine. Now as for levitating.... If you positively charge an object, with no negative energy present, it will levitate. There are people who make "kites" out of foil, with a computer monitor degaussing transformer or something, as the power source to positively charge it. It is basically static electricity. Why does your hair stand up when you rub a balloon on your head? Because the charge is looking for a path to balance out somehow, and if that means lifting an object it simply does it. People have been using electricity to make objects move for a very long time. There are (military) people in the 1930's and 1940's who made machines that used this static electricity. Hence, we have UFO stories ans so forth.
