First off, what problems did you encounter? Which version did you try? You
should go for at least version 1.2.5, you can find it here:
http://code.jellycan.com/memcached/

Second, why would you need a management console plugin for it? It's a
service, you install it, and although you have to change keys in the
registry to change parameters, this is something you really only do once. I
think you can also use the sc command to install it as a service with the
parameters you want directly, I remember seeing a message about that on this
mailinglist earlier.
