I agree. This looks like it's left over from a hard-coded power of 2
table. History
shows it as coming the same giant patch set as bug56 (making it hard to
understand
what this was intent or just side effect -- I'd guess the latter from
context).
-I will help limit the maximum size if this becomes too wasteful on the top
end.
