New issue 132 by tru64ufs: Need to keep item out of LRU list

Currently all items are on LRU lists, thus subjected to eviction.
But some items need to be in the cache not subject to being evicted.
I don't think this is hard to implement, and we can utilize expire time
field to indicate the intention.
