We should probably turn it into a wiki series, but the goal is to communicate the work to list readers and see what kind of discussion ensues. It's slightly surprising that the discussion is about the form of the communication, but it's reasonable. As we are prepping a new release, having a release page with release notes is consistent with our previous releases, so it makes sense to me.
