New issue 382 by [email protected]: memcached -l <ip address> command not
working.

What steps will reproduce the problem?
1. memcached -l ip address

What is the expected output? What do you see instead?
memcached should start but I see
bind(): no error
Failed to listen on TCP port 11211: no erroe
What version of the product are you using? On what operating system?
memcached-win32-1.4.4-14 this is the folder that I have downloaded. It is
happening on windows server 2008 and windows 8.1
