Of course it's not hard - but it seems silly to implement it in every client library or - worse - in every application that needs it. Is it hard for the server to do?

The time-zone argument doesn't make any sense - that's the task of the client to figure out anyway. If the client has a hard time figuring out the unix epoch but "in how many seconds is that?" is easy to calculate then it can already do that.

(Not that I care much either way).
