Well... yeah. It's the document that describes the protocol. If you're a client author, this is what you should expect (but not rely on).

I don't see the big deal, though. If you've found a client that doesn't deal with this properly, it means it can't handle decrements (or negative increments) on any installed version of memcached, while the rest of the clients can.
