 may I ask, what are the particular policies and ideas that you will be 
representing if elected to the RIPE board?

SY -- I will be advocating for more attention to the region.  Specifically I 
see RIPE NCC having a better role of: 1- building up the technical community 
(the talent is there, we just have to pull the community together), and 2- to 
coordinate between the various local initiatives and groups working in and 
around Internet Governance (IG) issues.  A strong and healthy Arab technical 
community is the best guarantee for the development of sound and sustainable 
Internet related policies. 

 

 

Do you feel RIPE is spending too little/too much/enough resources in the Middle 
East? Would you wish to change anything with RIPE / MENOG in this area?

SY -- I congratulate RIPE for being the first i* organization to move into the 
region few years ago.  Since, ISOC and ICANN have followed suite…  I am one who 
strongly urged them to do so (since around MENOG 5 held in Beirut in 2009).  So 
my position is that RIPE has put a good initial set of resources, but we should 
not stop at that.  Specifically, RIPE needs to do more to rally, grow, and 
develop the technical community in the region by doing 2 things: 1- Increase 
the support to the technical community - MENOG is the central building block of 
course – but we need to brainstorm to take MENOG to the next level of 
visibility and activities (more interactions with other groups, more efforts to 
pull the community together, etc.)  2- Engage more with governments because of 
the strong government structures in this region that make governments major 
players.  My background (with government) can help open doors there, as I speak 
their language, but I am also a techie (my core competency is ICT) and I speak 
that language too.

 

Do you have any opinion on the PersianIGF which we recently saw created? Do you 
think its useful to create smaller focus groups to raise alternative ideas, or 
better to keep a larger group which can carry more weight when bringing ideas 
to RIPE, ICANN, ITU etc?

SY-- I welcome the formation of Persian IGF, ARAB IGF, EURODIG, etc. These are 
public fora that deal with subsets of the Internet Government issues (in this 
case the specificity is geography).  However, the topics of discussions in 
these local fora are more diversified than the ones of interest to the 
technical community (human rights, freedom of expression, children using the 
Internet, diversity and inclusion, etc.)  So to answer your question, yes, I 
support the creation of focus groups, especially that they deal with the 
different aspects of IG.  I am very excited about them when they are grass root 
and built bottom up, and when they have a transparent process for governance.  
Regarding Arab IGF, I am a member of their MAG.  Regarding the Persian IGF, I 
know the people who started it and will look forward to discuss with them their 
action plan, issues of concern, etc.  RIPE NCC should be part of all these 
local initiatives to bring the expertise of the local technical community to 
the table.  Additionally, RIPE NCC can/should play the role of 
coordinator/facilitator between these local initiatives and the larger ones.

 

And, how do you see the position and roles evolving of MENOG and RIPE in 
relation/contrast to the various IGFs, ITU and WCIT?

SY -- RIPE/MENOG need to remain focused on the development of the technical 
community and to make it stronger, larger, and more visible. In addition RIPE 
needs to help the technical community build the bridges with the other groups 
(because what good is it to have a good idea and/or recommendation if no one 
knows about it?)

ITU/WCIT is focused on the development of inter-governmental agreements in the 
telecommunication areas (spectrum mainly, but frequencies, telephone, etc.)  
The Internet has not been part of their mandate until now.  This is a big 
problem for them because governments are used to call the shots and give 
orders, yet in the Internet game, they have been told to stay out of the game.

IGFs are the melting pots where each one and everyone meet to share anything.

At the end, the Internet is for everyone, and everyone should be allowed to 
play.  The next two years will be decisive for developing the rules by which 
all players (government, technical community, civil society, private sector) 
will behave and play.  It will be a very good day the day where positions in 
all of these fora are similar, or at least not contrary.  I think we are 
getting there...
